    Nowadays, vehicle is a thing that can’t be separated from the daily activities of society especially in the city of Batam. Every vehicle owner, especially the owner of public transport must participate in KIR (vehicle) test, because the poor condition of vehicle may cause accidents, and air pollution. But there are many vehicle owners that still don’t understand about this vehicle test. The animation of Vehicle Testing Mechanism is a combination of 2D & 3D animation. cell techniqe is implemented in 2D Animation making, with Adobe Flash CS6. This animation is made to inform the people specificaly to owner of public vehicle about the vehicle testing mechanism with an interesting way posible. The survey has been held to 35 respondents, consists of 10 matter experts and 25 random audiences.
