    System Administration manuscript is a system that facilitates the process of a letter or memo in and out, and the system can also perform surveillance on any process. Memo is used as part of the script in the organization's internal procedures. According to usage, the memo was a formal and personal. Memo officially adopted as an official letter from the leader to subordinates in the organization. Used as a personal memo memorandum or unofficial statement among friends, relatives, or others. Letter assignment or disposition is a letter that is used to assign one or more that do a particular job. The definition indicates the element of command assignments in the mail. Therefore, assignment letters always come from the boss to a subordinate role as the giver as the receiver task. In the application of the system of this paper can only be done in one organization while doing disposition and chairman of an organization to oversee the performance of his subordinates at the time the memo was sent, and in this case named as monitoring.

    Memo or short message is one form of indirect communication submitted in writing with the phrase informal, brief, clear and straightforward. For information delivery using a written memo has limited time and place. In addition , the memo written and displayed on board or other place will be quickly forgotten or lost because the use of the memo does not have a reminder and there is no historical evidence about the memo that has been made. The problem in the delivery of the memo could be solved by making the application of electronic memo based server-client. In this study, discuss the application on server-side run using a web browser. Server that in intent is managing data conducted by the client.

The rapid growth of the android is complete platforms of the operating system, applications and development tools, a market that holds a variety of applications and supported from the open source community's. Problems were found in the delivery of the memo can be solved by making the Memo Electronic Client Application In Android Smartphone. Memo Electronic Client Application In Android Smartphone will further facilitate the user in the dissemination of information to the user messages and other memos.
