Abstract

Villa Muka Kuning Housing in Batam faces governance challenges at the RT/RW level, including manual resident data recording, unstructured information dissemination via WhatsApp causing approximately 60% of important notices to go unread, the absence of an official feedback channel, and security schedules inaccessible to residents. This study designs an application interface using Design Thinking, implements the system using Agile Development across four iterative sprints, and evaluates User Experience using the User Experience Questionnaire (UEQ). The system was developed using Next.js, Django, and PostgreSQL as a Progressive Web App (PWA). Functional testing using Black Box Testing on 46 test scenarios from 14 functions showed 100% pass rate. UEQ evaluation of 30 respondents yielded four Excellent-rated scales — Attractiveness (1.97), Dependability (1.75), Stimulation (1.80), and Novelty (1.68) — and two Good-rated scales — Perspicuity (1.89) and Efficiency (1.60). These results confirm that the integrated Design Thinking and Agile Development approach effectively produces a functional Smart Neighborhood application with positive user experience.
