Abstract

Proper employee headcount management is crucial for a company's operational efficiency. However, the recording and approval process for workforce movements—including Reliever, Replacement, Additional, and Movement—at PT. XYZ is still conducted manually using spreadsheets, which leads to data discrepancies and slow approval processes. The complexity of resolving this issue includes the need for cross-departmental data integration and the high level of subjectivity in determining candidate priority. Therefore, this study aims to develop a Headcount Management Information System integrated with a Decision Support System to digitalize the multi-level approval workflow and facilitate a digital audit trail. The software development was conducted using the Agile Scrum approach with an ASP.NET Core MVC architecture and a SQL Server database. This system implements the TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) algorithm to process multi-criteria assessments such as performance, work duration, job history, departmental urgency, and violation records. The main result of this study is a centralized web-based application capable of automating the workforce request process while simultaneously generating automated priority recommendations. The conclusion drawn from the implementation of this system demonstrates an increase in data transparency, guaranteed operational accountability through approval history, and the ability to reduce subjectivity, thereby enabling management to make strategic decisions more efficiently, measurably, and objectively.
