Abstract
The development of information technology has accelerated the shift of human resource (HR) administration from manual procedures to more efficient digital systems. At Company XYZ, the employee clearance (offboarding) process for resigning or transferring employees is still carried out manually using paper forms and ad hoc interdepartmental coordination, which requires several working days and creates risks of delays, recording errors, and difficulties in tracking asset return status. This study aims to design and develop a web-based employee clearance application using the User-Centered Design (UCD) approach and the Laravel framework, verify its functional correctness, evaluate its usability, and compare the manual and post-implementation processes in terms of efficiency and traceability. The research methods include eliciting user requirements through interviews and observations, designing the user interface based on UCD principles, developing the application with Laravel, conducting functional testing using Black Box Testing, assessing usability with the System Usability Scale (SUS), and performing a before-and-after comparative analysis. The results show that the system supports the clearance submission and approval workflow, asset return verification, and HR finalization, with all 12 functional test scenarios successfully passed. The usability evaluation yields an average SUS score of 80.9, which falls into the Good (Grade B) and Acceptable categories. Overall, the implementation of the web-based employee clearance system helps accelerate the clearance process, improves status tracking, and reduces the risk of assets or accounts being overlooked during employee offboarding at Company XYZ.
