Abstract

Attendance management for organizational activities at the Regional Center for Animal, Fish, and Plant Quarantine (BKHIT) of the Riau Islands Province was previously conducted manually using paper-based attendance sheets, resulting in inefficient attendance recording, data management, and report generation, while also increasing the risk of data entry errors and document loss. This study aims to design, develop, and evaluate a web-based attendance information system that integrates activity management, user management, employee attendance, guest attendance, and digital attendance reporting into a centralized platform. The study employed the Research and Development (R&D) method using the Waterfall software development model, which consists of requirements analysis, system design, implementation, testing, and maintenance. The system was developed using the Laravel framework with PHP and MySQL. System evaluation was carried out through expert validation based on four quality aspects, namely functional suitability, interface, usability, and reliability, followed by usability testing using the System Usability Scale (SUS). The expert validation results indicated that the developed system met all evaluation aspects and was considered suitable for implementation. Furthermore, usability testing involving 30 respondents produced an average SUS score of 80.08, which falls into the Acceptable category with Grade B and an adjective rating of Excelent. These findings indicate that the proposed system satisfies functional requirements, provides good usability, improves the efficiency of attendance data management, accelerates attendance recapitulation, and supports the digital transformation of administrative activities at the Regional Center for Animal, Fish, and Plant Quarantine of the Riau Islands Province.
