Analysis and Mitigation of the Risk of Full Container Load (FCL) Container Arrival Delays Using the House of Risk (HOR) Method at PT GIK Tech Berjaya Indonesia

Abstract
The timely arrival of Full Container Load (FCL) containers is essential to maintaining material availability and supporting production continuity at PT GIK Tech Berjaya Indonesia. However, delays in container arrival may result in material shortages, production disruptions, idle operators, increased operational costs, and changes to production schedules. This study aims to identify, analyze, and formulate mitigation strategies for risks associated with FCL container arrival delays at PT GIK Tech Berjaya Indonesia using the House of Risk (HOR) method. A descriptive qualitative approach was employed, with data collected through observation, interviews, documentation, and expert judgment. The import process was mapped using the Supply Chain Operations Reference (SCOR) model, followed by the identification of risk events and risk agents and their analysis using HOR Phase 1 and HOR Phase 2. The results identified 11 risk events and 22 risk agents. Based on HOR Phase 1 and Pareto analysis, 12 risk agents were identified as priority risk agents. The three highest-priority risk agents were discrepancies between Packing List data and the GBS system, discrepancies between material quantity and the Delivery Order (DO), and delayed responses or confirmations among relevant parties. HOR Phase 2 identified seven mitigation actions, with checklist-based Double-Check Verification, additional staff dedicated to manifest verification, and automated data synchronization through API Integration ranked as the first, second, and third priorities, respectively. These findings provide a basis for PT GIK Tech Berjaya Indonesia to prioritize risk control efforts, improve the accuracy of import-document management, strengthen coordination, and reduce the potential for FCL container arrival delays.
