Abstract

The advancement of information technology has driven the use of digital learning, yet limited internet access remains an obstacle for part of the population in accessing learning materials online. This condition creates a need for learning media that can be used without dependence on internet connectivity, particularly in regions with restricted internet access. This study aims to design and develop an offline-mode Flutter-based E-Learning Mobile application as a solution to support the learning process under such conditions. The research was conducted using the ADDIE development model (Analysis, Design, Development, Implement, Evaluation), covering the stages of needs analysis, system design, application development, implementation, and evaluation. The application was developed using the Flutter framework with SQLite as the local database, so that learning materials, learning progress, and user data can be accessed offline. Available features include learning courses, text and PDF materials, quizzes, bookmarks, learning statistics, learning history, and user profile management. Black Box Testingiresults show that all 29 functional requirements of the application ran successfully according to specification, with a success rate of 100%. In addition, usability testing using the System Usability Scale (SUS) method on 30 respondents produced an average score of 80.83, categorized as Acceptable, achieving Grade A, and falling into the Excellent category. The results indicate that the developed application is able to support offline learning, is easy to use, and can serve as an effective alternative learning medium for users in regions with limited internet access.
