Abstract

Program BLINK (BP Batam Layanan Keliling) is a public service program of PTSP BP Batam that serves communities directly in their residential areas. Although the program has provided real benefits, it faces a serious challenge: low public recognition because the program does not yet have a visual identity in the form of a mascot. This has caused officers to repeatedly explain the program verbally to every community member who comes, thus reducing service efficiency. This study aims to: (1) determine the visual elements of the 3D mascot appropriate to the BLINK Program's identity; (2) design the 3D mascot as a branding medium; and (3) test the mascot's feasibility through expert assessment. The design process uses the Design Thinking method consisting of Empathize, Define, Ideate, Prototype, and Test stages, with Blender as the 3D modeling software. The design results produce a 3D mascot in .blend format representing a friendly and proactive field officer figure as the visual identity of the BLINK Program. The mascot applies the kindchenschema principle, stylization visual style, and a color palette aligned with the PTSP BP Batam visual identity. Expert review results from three qualified experts indicate that the designed mascot is feasible as a branding medium for the BLINK Program. This design is expected to improve public recognition of the program and increase field service efficiency.
